Presentation of Reports from Standing or Special Committees

The Honourable Senator Finestone, P.C., for the Honourable Senator Hervieux-Payette, P.C., Joint Chair of the Standing Joint Committee for the Scrutiny of Regulations, presented its Second (A) Report (budget 2000-2001).

The Honourable Senator Finestone, P.C., moved, seconded by the Honourable Senator Milne, that the Report be placed on the Orders of the Day for consideration at the next sitting.

The question being put on the motion, it was adopted.

ORDERS OF THE DAY

A Point of Order was raised with regard to Rule 37(4) whether it is appropriate to add conditions to the extension of the length of speeches.

After debate, The Speaker pro tempore reserved her decision.

GOVERNMENT BUSINESS

Bills

Resuming debate on the motion of the Honourable Senator Austin, P.C., seconded by the Honourable Senator Gill, for the third reading of Bill C-9, An Act to give effect to the Nisga'a Final Agreement;

And on the motion in amendment of the Honourable Senator St. Germain, P.C., seconded by the Honourable Senator Andreychuk, that the Bill be not now read a third time, but that it be read a third time this day six months hence.

After debate, The Honourable Senator Comeau moved, seconded by the Honourable Senator Beaudoin, that further debate on the motion in amendment be adjourned until the next sitting.

The question being put on the motion, it was adopted.

Resuming debate on the motion of the Honourable Senator Boudreau, P.C., seconded by the Honourable Senator Hays, for the second reading of Bill C-20, An Act to give effect to the requirement for clarity as set out in the opinion of the Supreme Court of Canada in the Quebec Secession Reference.

After debate, The Honourable Senator Beaudoin moved, seconded by the Honourable Senator Keon, that further debate on the motion be adjourned until the next sitting.

The question being put on the motion, it was adopted. Order No. 3 was called and postponed until the next sitting.

Motions

The Honourable Senator Hays moved, seconded by the Honourable Senator De Bané, P.C.:

That when the Senate adjourns today, it do stand adjourned until Monday next, April 10, 2000, at 4:00 p.m.

Reports of Committees

Consideration of the Seventh Report of the Standing Committee on Internal Economy, Budgets and Administration (budgets of certain Committees), presented in the Senate on April 4, 2000.

The Honourable Senator Poulin moved, seconded by the Honourable Senator Mahovlich, that the Report be adopted.

After debate, In amendment, the Honourable Senator Hays moved, seconded by the Honourable Senator Fairbairn, P.C., that the Report be amended by deleting the amount of $2,630 allocated to the Social Affair's Subcommittee to update "Of Life and Death" and substituting therefor the amount of $7,890.

After debate, The question being put on the motion in amendment, it was adopted.

The question then being put on the motion for the adoption of the Report, as amended, it was adopted.

Ordered, That Inquiry No. 15 standing in the name of the Honourable Senator Gauthier, be brought forward.

INQUIRIES

The Honourable Senator Gauthier called the attention of the Senate to current issues involving official languages in Ontario.

Resuming debate on the consideration of the Fourth Report of the Standing Senate Committee on Foreign Affairs entitled: "Europe Revisited: Consequences of Increased European Integration For Canada", tabled in the Senate on November 17, 1999.

After debate, The Honourable Senator Stollery for the Honourable Senator Grafstein moved, seconded by the Honourable Senator Corbin, that further debate on consideration of the Report be adjourned until the next sitting.

The question being put on the motion, it was adopted. Order No. 5 was called and postponed until the next sitting.

Resuming debate on the inquiry of the Honourable Senator Carstairs calling the attention of the Senate to the Eighth Annual Meeting of the Asia-Pacific Parliamentary Forum, held in Canberra, Australia, from January 9 to 14, 2000.

After debate, The Honourable Senator Prud'homme, P.C., moved, seconded by the Honourable Senator Atkins, that further debate on the inquiry be adjourned until the next sitting.

MOTIONS

That the papers and evidence received by the Subcommittee on Canada's Emergency and Disaster Preparedness in the First Session of the Thirty-sixth Parliament be referred to the Standing Senate Committee on National Finance for the completion of the study.
